Well, I have no idea how to start this level.
I looked in one hint that is in this topic:

well i looked in every page on the challenge.
I found only a interesting note (very long note starting with
<!-- SGludDog )
and i have no idea what it means and what to do with it.
any hint?

You should decrypt the string or if to be more precise you shuold decode it.
Search for popular encoding methods and try to figure out which method is used here.
